Greg Abbott ordered lawmakers to fix the state's troubled Child Protective Services agency, punish cities that provide sanctuary to unauthorized immigrants, reform ethics laws and support changing the U.S. Constitution to rein in federal power in his wide-ranging State of the State address Tuesday. Abbott declared those four issues emergency items, allowing lawmakers to take quicker action to address them.
