Lawsuit Likely After Army Corps Tells Dallas City Hall the Trinity River Is Indeed Navigable

The U.S. Army Corps of Engineers has balked at the city's request to declare the Trinity River unnavigable, clearing the way for a lawsuit by City Hall against the designers of a multimillion-dollar whitewater feature declared a mistake by city leaders.The response was expected, City Attorney Larry Casto said Monday. Casto had sent the letter requesting the river be declared navigable downstream-only last month, writing that the corps' characterization of the Trinity River was a vestige of a bygone era in which city leaders envisioned a waterway that would connect the city to the Gulf of Mexico.
