Indecency With a Child on Katy Trail Leads to Arrest of Cedar Hill Man

A Cedar Hill man is accused of masturbating near the Katy Trail where children could see him. Promise Land, 23, was seen exposing himself along the trail in the 3400 Blackburn Street, according an arrest warrant affidavit.
