Here’s Why All Sides Disliked the Dallas Police Chief's Plan to Overhaul the Citizens Police Review Board

After weeks of town hall meetings, proposals from activists and push-back from officers, Dallas Police Chief U. Renee Hall on Monday unveiled a new plan to make over the city’s Citizens Police Review Board.And people on all sides of the issue seemed to agree on one thing — they didn't like it. But the reasons they disliked the plan, which was sparked largely by the September shooting by police of Botham Jean, differed greatly.Members of the City Council’s Public Safety & Criminal Justice Committee felt the plan wasn’t fully baked. The Dallas Police Association disliked the idea of a panel that would be briefed on use-of-force incidents.
