Fugitive Former UT Student Surrenders in 1983 Rape, Killing of Young Austin Mom

A former University of Texas student on the run for decades has been arrested in the slaying of a young mother at an Austin office building 33 years ago.The Austin American Statesman reports that Robert Van Wisse, 51, surrendered to authorities at the border in Laredo on Thursday, a month after he was added to the FBI's 10 most-wanted list.Van Wisse is charged with murder in the death of 22-year-old Laurie Stout.Austin police found Stout's body the morning of Sept. 20, 1983, during her late-night cleaning shift at an office building. An autopsy showed she was sexually assaulted and strangled with a wire.Stout was married and had a 1-year-old daughter at the time.Van Wisse, who was a 19 at the time, was the last person seen in the building before the slaying, according to the FBI.
