Hurricane Harvey forming off the Texas coast in the Gulf of Mexico is expected to make landfall as a Category 3 hurricane on Friday. Heavy rains and potentially life-threatening flooding are expected. Gov. Greg Abbott declared a state of emergency for 30 counties including Austin, Harris and Brazoria on Wednesday.
