Developers of Dallas' Victory Park neighborhood are celebrating a milestone for the 20-year-old development near downtown.Construction is complete to revamp the 75-acre project's shopping district and thousands of new residential units have been completed."We believe this will be the place for Dallas residents and visitors alike to come together in the fabric of this great city," Lothar Estein, CEO of Victory Park's largest owner, Estein USA, said at a Tuesday event to mark the completion.
