Developers that are turning J.C. Penney's old Plano headquarters campus into a mixed-use development plan to add almost 800 apartments to the project.Plano's planning and zoning commission approved a proposal by developer Drien Opportunity Partners to add apartment to its redo of the more than 1 million square-foot office campus on Legacy Drive west of the Dallas North Tollway.The developer has already converted Penney's more than 1 million square-foot headquarters into a multi-tenant office building, which also houses operations for telecom firm NTT Data.
