A hardscrabble working-class neighborhood in Dallas got lucky this week. In a city traditionally guilty of commercial interests overrunning what's best for low-income minority residents, the right thing happened.Dallas denied two corporate giants -- Martin Marietta and Union Pacific Railroad -- permission to install new concrete plants in Joppa, the city's oldest black community.Thanks to District 7 representative Kevin Felder and a majority of his City Council colleagues, things won't get worse in a neighborhood already burdened with too much heavy industry.
