Dallas City Council has $800 million to spend and still no clear idea how to spend itThe Dallas City Council is still trying to figure out how to spend a proposed $800 million bond package. Several council members complained that their districts were getting a raw deal with the bond proposal presented Wednesday, and a few council members even suggested spending more money.The proposed bond package focuses primarily on Dallas' decaying streets, allotting $415.2 million for repairs. The proposal also allocated $144.3 million for parks and trails, $65 million for housing and economic development, $75.3 million for flood control and about $100 million for city facilities."You all did a wonderful job on very short notice," council member Philip Kingston told members of the Citizens Bond Task Force. "This was a very slapdash effort. It was not well thought out. And yet, the good brains in that room managed to produce some very useful results. But I want to apologize to you because there is a 100 percent chance we're going to ignore some of your advice.
