The owner of a Dallas advertising firm has agreed to plead guilty to his role in arranging for bribes and kickbacks to be paid by Forest Hill Medical Center to physicians who agreed to perform their surgeries at the now-defunct hospital, court records show.Kelly Wade Loter, 48, of Dallas, owned Level Two advertising. On Monday, he agreed to plead guilty to one count of misprison of a felony. His guilty plea does not become official until a federal judge approves it. Loter's deal -- coming less than two months after the indictment -- gives prosecutors a key witness in the trial of 20 other defendants in the Forest Hill Medical Center kickback case.
