AUSTIN — During his gubernatorial campaign in 2014, Gov. Greg Abbott trotted out a campaign ad that would become one of the most memorable in recent state history.It featured his Latina mother-in-law, Mary Lucy Phalen, speaking in both English and Spanish, and it played on two tenets central to many Latinos: faith and family.
