The Boy Scouts of America finds itself, once again, at the center of a national debate over its membership rules. Leaders of the Irving-based organization have determined that an 8-year-old transgender boy in a New Jersey Cub Scout pack must be expelled because as an infant he was designated as a girl on his birth certificate.
