15-year-old With ‘diminished Mental Capacity' Last Seen in Far Northeast Dallas, Police Say

Dallas police are asking for the public's help in locating a missing 15-year-old who may be in meed of medical help.Tavish Welsh was last seen on foot in the 9500 block of Forest Lane around 8 a.m. Monday, police said. He is described as a white male with brown hair and blue eyes. Welsh is 5 feet 8 inches tall and weighs about 175 pounds, police said.Welsh was last seen wearing a green digital camo jacket, blue jeans and a black backpack.
