Hilderbran Proposes Texas Taxpayer Bill of Rights

Candidate for state comptroller Harvey Hilderbran is proposing a Texas taxpayer bill of rights.

The Republican lawmaker from Kerrville released the proposal Thursday as part of his bid to win the party's nomination. State Comptroller Susan Combs is retiring and Hilderbran is running against state Sen. Glenn Hegar and former state Rep. Raul Torres.

Hilderbran said if elected he would work to guarantee seven rights for taxpayers, including fair audits, a simple refund process and a legal resolution before Texans must pay disputed taxes. He also proposes extending the protest period, interest payments on refunds and a firm statute of limitations. He said these rights should be guaranteed by a constitutional amendment.

The comptroller is one of the most powerful positions in state government, taking in revenues and disbursing funds.
