Gay Marriage Ban Stalls Changes to Dallas Pensions

Although the Dallas city council has modified policies that ensure equal rights for gay municipal employees, the city's two pension funds have delayed enacting the new measures.

The council earlier adopted a resolution seeking equal treatment for gay, bisexual and transgender employees. It followed that vote with another Wednesday to amend personnel rules to prohibit discrimination.

But The Dallas Morning News reports that leaders of the city's two pension funds -- one for public safety workers and the other for civilian employees -- say changing the plans is complicated.

One obstacle is that the changes would allow same-sex spouses who outlive city pensioners to receive lifetime benefits. But Texas doesn't recognize same-sex marriage. Pension lawyers are advising a cautious approach.

Dallas voters would have to OK changes to the civilian pension fund.
