A draft of a long-awaited legislative committee report says University of Texas System regent Wallace Hall may have committed impeachable offenses in his campaign to oust UT President Bill Powers.
The San Antonio Express-News obtained a copy of the 176-page draft made available to members of a select Texas House committee investigating Hall. According to the draft, Hall leaked confidential student information in apparent violation of state and federal laws, manipulated the House committee's investigation and coerced its witnesses.
The report prepared by committee counsel Rusty Hardin's Houston law firm also alleges Powers abused his powers by demanding tens of thousands of pages of documents from UT, costing the Austin university more than $1 million.
Gov. Rick Perry appointed the Dallas businessman to be a regent in February 2011.
