Houston Hospital Faces Review After Patient Shot by Guards

A Houston hospital where off-duty police officers working security shot a combative patient must prove the complex is safe or possibly lose government funding.

The Houston Chronicle reports federal inspectors say St. Joseph Medical Center has deficiencies putting patients in immediate jeopardy. The Centers for Medicare & Medicaid Services gave St. Joseph until next Thursday to correct issues.

Hospital officials say policies and procedures have been strengthened since the Aug. 27 shooting. The hospital will limit armed police to the emergency department lobby, entrances and the perimeter.

Records show Alan Penn, hospitalized after a car wreck, has a history of manic depressive disorder, anxiety and drug use. He was shot during a struggle that left two officers hurt.

Penn, who's been discharged, faces aggravated assault of a police officer charges.
