Lt. Gov. David Dewhurst will give a North Texas business group a preview of what he sees as the compelling issues to be faced by the session of the Texas Legislature convening in January.
The Republican will address the issues before the Dallas Regional Chamber at a noon luncheon in Dallas on Thursday.
Dewhurst, who lost a U.S. Senate bid earlier this year to fellow Republican Ted Cruz, presides over the Texas Senate. He has said that he intends for the Senate to produce a state spending plan for the next two years that "is at or below inflation plus population growth."
However, Democrats have warned against making such promises when the Legislature needs to make up a $4.7 billion deficit in the current budget.
