Dallas Park Board Member Declines Questions About Where He Really Lives

Councilman who appointed park board member says he was unaware

Several addresses in two counties appear in public records for Marlon Rollins, who is supposed to be a Dallas resident to serve in his appointed position as a member of the Dallas Park and Recreation Board.

Rollins declined to answer questions Monday at the Dallas address listed on a 2015 Dallas County voter registration record.

He arrived in a 2016 Nissan registered to him in January at an Arlington address, which is also the address for Rollins in Tarrant County voter registration records.

The Dallas Morning News reported Monday that Rollins voted in Tarrant County in the 2016 general election, which suggests Tarrant County is his home.

At the same time in 2016, Rollins was serving on the Dallas park board as an appointee of Dallas City Councilman Casey Thomas.

"All of it comes as a surprise to me," Thomas said. "The city has its own process for going through and doing background checks on appointees. So, I trusted and relied upon the system the city has in place."

Rollins' LinkedIn page shows Rollins Construction Services, Inc., as one of his two businesses. A website for Rollins Construction shows photos of the man with important people, including former Texas Gov. Rick Perry. The website shows a Dallas business address on Maple Avenue, but the building directory lists no such company and a person answering the business phone number Monday said it was a wrong number.

"He had a construction company," said Dallas City Councilman Tennell Atkins. "I know he had a bid with quite a big, large construction company. I think he was on a project with DART."

Atkins said he has known Rollins for more than a decade. Rollins served as a consultant on Atkins' election campaigns.

"It is news to me that he voted in Tarrant County versus in Dallas County," Atkins said.

Thomas said he is not ready to recommend replacing Rollins but does want more questions answered.

"Mr. Rollins has been a person of character as long as I've known him, so I'm sure the reason and rationale behind it is something he can explain," Thomas said.

There was no immediate response Monday to a request for information from the city of Dallas about what, if any, steps may be underway regarding the new information about Rollins.
