In a posting on her Web blog, Dallas City Council Member Angela Hunt called for the termination of Dallas police Officer Robert Powell.

Powell held up NFL running back Ryan Moats for 13 minutes in the parking lot of Baylor Medical Center in Plano while his mother-in-law died upstairs.

"Powell's behavior indicates a lack of common sense and common decency, and he should not continue to serve on our police force," Hunt wrote. 

Powell issued a statement through his lawyers Friday afternoon apologizing for what he called "poor judgment" and "insensitivity."

"No apology, however sincere, can undo the irreparable harm done to this family and to the reputation of our Police Department," Hunt wrote.

Powell is on paid leave pending the results of an internal police investigation.
