Charges Against Police Declined in Texas Teen's Shooting

A grand jury has declined to indict officers involved in the fatal shooting of an East Texas teen in the lobby of police headquarters.

In an incident recorded on video, 17-year-old Kristiana Joy Coignard struggled with a police officer who tried to subdue her on Jan. 22. She eventually broke free and is seen on the video charging at the officer when she was fatally shot.

Police say Coignard was carrying a note that said, "I'm mentally ill and so by removing myself from society, I am doing everyone a favor."

A statement Friday by the Gregg County District Attorney's Office said the Texas Rangers' investigation found that Coignard had a knife in her hand as she charged the officer, so deadly force was authorized.
