Attack Victims Demand Action on Loose Dogs in Dallas

Two recent dog bite victims were among the citizens lobbying the Dallas City Council on Wednesday for better animal control in the city.

One of them came straight from the hospital with a bandaged arm after an attack earlier in the day.

Enos Rodriguez said he was walking his dog before 8 a.m. on Woodlawn Avenue near Neches Street in the Kidd Springs area of North Oak Cliff when he and his dog were attacked by a loose dog.

"It just kept coming," Rodriguez said. "I hope they can do something about these stray dogs in the Oak Cliff area."

Charlie Howell said he was attacked a few weeks ago while walking his dog on North Edgefield Avenue at West Jefferson Boulevard in the Winnetka Heights area of North Oak Cliff.

"In trying to get them separated I was bitten four times by the dog," Howell said. "The dog broke away from us briefly but then it came back at us again."

Council Members saw plans Wednesday to boost the Dallas Animal Services budget by about $1 million.

City officials claim calls for service are far lower than past years and far fewer animals are being put to sleep, but the increase would target still more attention on problem neighborhoods.
