An Associated Press investigation found that people breached perimeter security fences or gates at Texas' two largest airports 13 times over the past decade.
There were seven breaches at Houston's Bush Intercontinental Airport and six at Dallas-Fort Worth International Airport.
Once, police caught a 31-year-old man after he crossed two runways in Dallas.
Nationally, AP found there have been at least 268 such breaches at 31 major U.S. airports between January 2004 and January 2015.
Incidents included fence jumpers taking shortcuts, intoxicated drivers crashing through barriers and mentally ill intruders looking to hop flights. None was terrorism-related.
In August 2010, a driver leading Dallas police on a chase in a stolen pickup truck ended up crashing through a security fence and driving adjacent to a busy runway before police were able to force the driver to crash out.
Airports say breaches are relatively rare. Security measures typically include fences, cameras and patrols, but there are gaps. Not all of the miles of fences are routinely patrolled or covered by video surveillance.
