Councilman Accused of Indecent Exposure

Scott Cannon is in fifth term

A Duncanville City Councilman faces a Class B Misdemeanor for Indecent Exposure.
 

In a statement, Dallas Police confirmed the arrest of Scott Newman Cannon.  The arrest happened Thursday at the King Spa on Royal Lane in Dallas.


"A male was observed engaging in an act that constitutes indecent exposure," the statement said. Cannon was taken to the Lew Sterrett Justice Center and is currently out on bail.


NBC 5 caught up with Cannon’s colleague former Duncanville Mayor Pro Tem Dorothy Burton. Burton served with Cannon on the council from 2003 until last June. 


“Knowing him and the type of man that he is, it just breaks my heart for him and his family and that’s why I’m here,” Burton said, dropping off a letter at his home in Duncanville.


Cannon was arrested after an undercover operation. However, police did not elaborate on the details. According to Dallas County records, in 1982, Cannon was arrested twice for Public Lewdness. In one case he pleaded guilty, the other case was dismissed. 


“I think he needs prayer and that’s why I’m here to offer my support as a friend beyond politics,” said Burton. “This is a very personal and very sensitive issue for him and his family.”


There were reports that the councilman had stepped down on Friday, however Jeanne Fralicks, Interim Duncanville City Manager told NBC 5 the city has not received a letter of resignation.
Still Burton said Cannon made a difference to his city.


“He represented this district, he was very sharp, he was chairman of the audit committee,” said Burton. “Very good guy, sharp intelligent—we all have our personal demons.”
 

The Duncanville city website said Cannon is in his fifth term as councilman.  He has twice served as Mayor Pro Tem.  Cannon is married with three sons and four grandchildren.

NBC 5 has reached out to Cannon but he has not answered our requests for an interview.
