FW Task Force: City Insurance Should Cover Sex Changes

A task force is recommending Fort Worth amend the city's insurance policy and implement diversity training for law enforcement and city officials.

The diversity task force, which was formed after a June raid on a gay bar that left one man seriously injured, presented about 20 recommendations to the city manager Tuesday.

The task force suggested the city amend its insurance policy to allow coverage for workers who want a sex change and also recommended fours hours of diversity training for police officers, firefighters and elected and appointed officials.

The City Council would have to approve any changes to the city's insurance policy.

"Certainly the training aspect of the recommendation is appropriate, and we as a council, along with our appointed officials, need to lead by example," Mayor Mike Moncrief said.

The task force's recommendations will go to the City Council next week.

The projected costs range from about $50k - $100k for a male to female and about $80k - $150k for a female to male. The natural response from the benefits and insurance people is to balk at such extreme costs. The counter arguments are that since the occurrence of transsexualism is about 1 in 10000 for MTF's and about 1 in 30000 for FTM's, it's not like they'll be crawling out of the woodwork to get their transition paid for. Also, these surgeries and procedures are carried out over a number of years so the per year costs are much lower. And considering that a single bypass surgery costs about $100k to start with and goes up rapidly from there, these costs aren't all that great. Given that, the projected cost of premium increase for a company of 5000 is about a dollar a year. And there have been one or two occasions that there was no premium increase at all.
