Vietnamese police and army involve rescue effort in flooded area in Quang Tri Province, Vietnam, Wednesday, Sept. 30, 2009.
"We're used to storms that sweep away one or two houses. But I've never seen a storm this strong," Kampong Thom provincial governor Nam Tum told the AP.
Over the weekend, flooding from the typhoon killed 246 people in the Philippines and damaged the homes of 2.3 million people. The storm then swept into Vietnam’s central coast on Tuesday, killing at least 52 people.
Ketsana has since been downgraded to a tropical storm.
